JALISCO STATE, MEXICO — Mexican army forces conducted an operation in Tapalpa municipality on February 22 that resulted in the death of Nemesio “El Mencho” Oseguera Cervantes, the leader of the Jalisco New Generation Cartel.
Oseguera was wounded during the raid and died while being transported by air to Mexico City for medical treatment, according to the Mexican Ministry of Defense.
In response, criminal groups established roadblocks with burning vehicles in multiple cities across Jalisco State, including the major resort destination of Puerto Vallarta.
Shootouts with security forces and explosions accompanied the blockades. A shelter-in-place order took effect in Puerto Vallarta, with all taxi and rideshare services suspended until further notice.
The events prompted flight cancellations by several airlines serving Puerto Vallarta. Violence disrupted normal activities in a region that attracts large numbers of international tourists.
Canadian and United States authorities issued guidance for nationals in Jalisco State to maintain a low profile, monitor official updates, and follow instructions from local authorities. The situation remained fluid as of February 23.
