South Korean news agency Yonhap cited a military source stating that the short-range ballistic missile launches may be with the intention of Pyongyang to ship the missiles to Russia after testing.

A military source was cited by the news agency as saying, "Kim Jong-un's recent visit to a shell factory (for export to Russia) and test-firing of short-range and close-range ballistic missiles could be intended to export such weapons to Russia.
