This finding was documented during a routine inspection conducted by three Coast Guard Marine Science Technicians. The shipment included three tank-containers, one of which held over 5,000 gallons of Anhydrous Ammonia, a substance classified as hazardous due to its toxic, corrosive, and flammable properties. The discovery prompted an ongoing investigation by the U.S. Coast Guard, with additional support from multiple federal agencies.

Following the initial discovery, an inter-agency operation was conducted where additional containers at the facility were inspected to assess the scope of the violation.
