The Ministry received notification on June 29 after a local resident reported fragments near Rachelu village via the 112 Emergency Service.

Specialized teams from the Ministry and other national defense and security institutions secured the site and assessed risks. They confirmed the presence of an explosive charge.

The charge was destroyed in a specially prepared location in full compliance with established procedures and with no harm to the public or personnel. The Prosecutor’s Office attached to the Constanța Court of Appeal has taken over the case.

Preliminary assessments by Romanian specialists indicate the fragments originated from a drone used in attacks carried out by the Russian Federation against Ukrainian port infrastructure in April, prior to the measures adopted to strengthen and adapt the air defense system following the serious incidents in Galați.

This assessment follows measures to strengthen air defense after prior incidents in the Galați area.
