The Russian Ministry of Defense reported on November 19 that four ATACMS missiles targeted sites in Voronezh Oblast and were fully intercepted by S-400 and Pantsir air-defense systems, with only minor debris damage to civilian facilities, including roofs of a gerontology center and an orphanage, and no casualties.
